Updating the regulatory framework in the field of water supply and sanitation: the beginning of a comprehensive revision of the State Building Code and the development of new DSTU
Опубліковано: 23.01.2026
As part of the national strategy for harmonizing building codes with European standards, systematic work has begun on updating the State Construction Standards and forming a number of new DSTU for external engineering networks of water supply and wastewater.
Key technical aspects:
- Delimitation of the focus of DBN and DSTU:
DBN will define the basic requirements for the safety, reliability and environmental friendliness of water supply/wastewater systems, while DSTU will detail design algorithms, calculation methods, material selection criteria and operational requirements.
- Transition to parametric normalization:
Instead of rigid tabular norms, focus on target parameters, which will allow adapting solutions to specific project conditions, type of development, climatic features, etc.
- Integration of international standards:
Adaptation of ISO, DIN, DWA, DVGW regulations, which will ensure compatibility with European practices and open access to certified technologies and equipment.
- Implementing a BIM-oriented approach:
Taking into account the requirements for digital modeling of engineering networks in the new regulations, which will allow integrating design solutions into a single information environment.
- Unification of terminology and document structure:
Consideration of the introduction of a unified system of notations, definitions and formatting of regulatory provisions for ease of use and avoidance of duplication.
Expected results:
- Improving design quality and efficiency;
- Reducing the number of conflicts between regulations;
- Transparency of requirements for investors and customers;
- Stimulating the introduction of modern technologies into water infrastructure;
